When I worked for the EPA we had a work shop on gaining legal access to properties without search warrrants. Most of it boiled down to carry a clipboard and wear a name tag. If anyone asked your name or business demand their name, write it down, and ask for ID. Then ask where the supervisor is. People generally fled rather than submit to our questions.
