Mind Over Body Q?

The wording of the Mind over Body feat is a bit unclear. Does a PC get his INt bonus instead of CON from first level upward (i.e. each new level he can add his INT + to HP) or only at first level and not thereafter? Is there an official clarification on this? Thanks, Wulfstan
