Mindless Vermin Skills?

Are there any exceptions for mindless vermin having skills, other than for which they have racial or feat-based (e.g. Alertness) bonuses?

You can delete the word "vermin" from your question. Creatures without an Intelligence score in general do not get skill points or feats from their Hit Dice.

No, I don't know of any exceptions. Should there be?
