Can you give me an example of an adventure which is neutral as between its support for meaningful player choices in the dimensions of operations, tactics, and morality/politics?


Any adventure that allows for multiple solutions to any given obstacle or conflict without steering toward and/or rewarding, always or more often, one type of solution over others. Maybe if you rephrase what you are trying to convey in different (more precise) words it would be helpful as several of the words you are using have multiple definitions and that might be muddying your meaning.
