The PHB has a section called "Actions in combat" that starts on page 286, and has a nice chart of actions you can take for standard, move, and minor actions on page 289. Hope that helps
Rolling Perception to find hidden enemies is a minor action these days.
And using a power -always- uses the action-type of that power. This is kinda obvious, but explains why 'make an attack' isn't on the list of actions. It's usually a standard action to use Attack powers, mind you.
I made a small handout for my new players that lists the options available for each of the action types, as well as a what grants Combat Advantage.
The action boxes were intended to be cut out on cardstock to shuffle through when planning out your turn, but it seemed a bit cumbersome with all the cards already on the table.
