Well, here's where I know to look up the info: http://www.dragonlance.com/taladas/nexus/races.html It's on the official Dragonlance site, as well as the Dragonlance Nexus site (started by Tracy Hickman & the Whitestone Council focused to keep DragonLance rules in line with 3rd edition). So I don't see any reason to disallow it either. They basically, as far as I can tell, a race of Irda's who... well... deserted the Irda tribe itself (and somehow degrading their abilities... enough to make them no longer considered a positive ECL race). While predominantly found throughout the Fifth Age with the lands of Taladas as their homeland, my guess is that they could exist at any point in time before that, since Irda have also existed before then. Would people have known about them as much, probably not, especially since they can still shapechange, which helped keep them secret before they finally had a place to call home (Taladas). Now, if they were a cleric, druid, or mage, their secret might have been found out, but also probably kept a secret afterwards (an example would be a Mischta spellcaster who went through the "Test", while his/her secret would become brought out, would probably have stayed a secret...). Why? Well, Mischta and Irda turned away from evil, so the Good Wizards might know this and respect it (although maybe not)... The Evil Wizards would probably have no problems taking one in and keeping the secret, for obvious reasons (especially if it was a Mischta who left it's tribe because it desired evil)... And Neutral Wizards, well, let's see, a magical race that was evil (ogres), then left to be good (irda), then left again... AND can shapechange... what an asset... Anyway, as I said, I see no problem with it, just do not give Irda stats, unless you want the character to be a higher ECL. I would suggest the stats listed in the link above, as they seem appropriate for being equal class wise to all the other general races.
