I'm working up a high-level (14-18th level) adventure where the PCs are mistaken to be an avatar and his divine servants...or is it a mistake? There are both reasons to support the belief and reasons to deny it. For example, claiming to be the avatars means they can inspire hope during time of recession, but may lead to loans being taken out that can't be paid back, thinking the avatar will protect them from debt collectors. So, I've come up with a list of conditions to suggest the PCs really are avatars, and another list suggesting they're only human after all. The goal of the adventure is to keep them guessing -- this is just a case of mistaken identity, right? are they really avatars?
Any thoughts on evidence either way would be great...Or if you've run an adventure like this what advice do you have?
FYI The backdrop is a Persian-influenced port city called Ascalon whose king has gone missing and the pcs are called in to set up a provisional government.
