Mitigating Factors in Epic Spell Creation

When, exactly, do you apply mitigating factors vs. the x5 modifier for a permanent epic spell?

For example, I'm working on a spell whose DC is 37 before mitigating factors and the x5 modifier. Now, I'm taking -63 in mitigating factors... is my DC 0? Or is it 122? Or is there another answer entirely?

Mitigating factors come after everything else; so if you have DC 40 from the seed, *5 from Permanent, and -100 from Time, you have (40*5)-100=100
 


Many of the examples in the book are completely wrong, to say nothing of inconsistent. As a result, the system is essentially unusable. Because of simple errors in arithmetic, or perhaps a failure to properly update the examples when the rules changed, the epic spell DCs in the book are much, much lower than they're supposed to be, some by more than a thousand points. Thus, the system produces DCs nowhere close to what was intended.
