Mixed Heritage
Benefit: At 1st level, choose a race that is different from yours. You can use one of that race's at-will racial powers as an encounter power or you can use one of that race's encounter racial powers as a daily power. You can also take feats that have that race as a prerequisite.

How does this work for, say, dwarves, or another race without a racial power?

Otherwise, very simple. I likes.

Dwarves have a racial power, they use their second wind as a minor action.

Can you select humans? If so, what do you get? You might also consider adding a line that this feat is not retrainable.

Feats that give powers can be a little dicey. I'd be inclined to make it count as a multiclassing feat.

On the other hand, a half-human half-drow half-dragonborn might be fun.
