MM2: Behirs

Okay, so Behirs get three standard actions at specific intervals.

Assuming this means they don't get the usual minor action (because a standard action can become a minor action after all)...

...why do they have abilities that cost minor actions? :erm:

(Normally, an ability that costs a minor action is an ability you can do in addition to whatever you usually do. This doesn't appear to be the case for Behirs. Why then have the ability not simply cost a standard action...?)

You could create a monster that does this, like some sort of monster handler that can grant allied creatures minor actions, or free basic attacks, etc. The ally could also maybe sacrifice its own actions to give the behir actions, kind of like a beastmaster ranger.
 


I'm inclined to think it's just an oversight myself. As it happens though their minor action is powerful enough to be worth using in place of their standard.
 

In case something prevents them from taking standards?
Regicide's got it. There are at least a couple powers in Arcane Power that prevent a monster from taking standard actions. These powers say nothing about minor actions, however.
It'd be a once in a blue moon kind of thing, but it's still nice.
