He appeared to be waiting for something.</p><p></p><p>The lone foot patrolman has entered into the three story building next to the restaurant.</p><p></p><p><strong>Heritage Plaza, Nearby neighborhoods.</strong></p><p>Ten Foot Pole is in the back ally behind the five story building. A bicycle cop is now heading to the plaza.</p><p></p><p>A cop car is blocking one of the streets.</p><p></p><p>Terrance is hiding at an underground loading dock to some building north of the plaza.</p><p></p><p>Nocturna is wandering around the plaza relaying what she sees to Michelle.</p><p></p><p>The SWAT team is driving on their they to the plaza. They are currently driving along on the street on the far side of the city hall.</p><p></p><p><strong>Downtown, 5 blocks away.</strong></p><p>Keiko is next to mysterious survaliance van. Inside the van are three Russian speaking men. Two of them are trapped in the back of the van.</p><p></p><p>A cop squad car is blocking the road. It's unknown if a standoff is about to happen..</p><p></p><p></p><p><strong>What is known:</strong></p><p>-There was a threat placed on Captain Superior and the Mayor. If the ceremony that names Captain Superior as the town's protector isn't called off they will die. </p><p>-The group has a briefcase with the "hit" orders for Captain Superior, $500 and inferorium bullets.</p><p>-Inferorium is good to use vs heroes with super strength.</p><p>-Someone called a threat on city hall. The individual said he and a group of supervillians are going to attack and kill everyone at city hall.</p></blockquote><p></p>
