The key will be if one wants to treat the affect of different realities on your abilities in a comic book fashion or something more like the Torg rules.
Comic book style means that you ignore such effects unless it is dramticaly appropriate.
Perhaps in a more detailed fashion, one could assign level penalties to Power Sources that aren't based in occupied dimenson. One could also design a Flaw based on using a skill check for each device and power when it is not in its home local.
