If Mentos wanted to base this power on Paralysis, and turn it around to Paralysis +6 and Mental Blast +4, the cost would be (6*2)+(4*2) = 20 PP.</p><p></p><p>The rules for creating powers are listed on p. 92-94 of the M&M book.</p></blockquote><p></p>
