The resulting chaos has cause governments to start licensing private organizations who can pursue and collect the bounties placed on monsters and rogue unregistered "Apexes". You are the founding members of a new one of these organizations just starting out trying to make a name for your self's. Think Ghost Buster, except just monsters in general, meets X-men.
