I'm not so sure about prepainted types, but otherwise a lot of companies do ranges that are suitable as part of wargames ranges. Probably for prepainted there will be civilians sold by model railway companies in ho/oo scale which is roughly 1/72 or 1 inch tall.

Brookhurst hobbies sells lots of different ranges of metal wargames ranges where there will be at least a few suitable modern ranges including some stuff. Wargames Foundry's street violence range includes lots of modern types in civilian dress with weapons http://www.wargamesfoundry.com/collections/SV/index.asp

I use Starwars Mini from Wizards for "Modern Games".
em4 has some modern sets

Do you want plastic similar to the Miniatures games?

I am using some Heroclix that I converted over. All I did was dismantle the base and trim what was left down to a basicly round flat base similar in size to the D&D miniatures. I used a pair or wire cutters, large nail clippers, and then a flat file to smoothe off the edges. After doing a few it takes me about 5 minutes to convert one over.

Often times now I find these in the bargain bin in game stores. I got a whole bag of loose ones for $5 several months ago.

Search on Google for Heroclix or Wizkids. I just tried to connect to some sites and they are painfully slow on dialup connection.
 

What you find will depend on what you look for- what do you mean by "Modern?"

I use- but don't modify- Heroclix & Star Wars minis. I have also tracked down minis for RPGs like Shadowrun, Champions and Rifts, as well as more obscure stuff like 1999, Void, & Superfigs. If you have a good FLGS, you might be able to find some stuff from discontinued Post-apocalyptic & Sci-fi games.

However, your best bet is online. Look for minis associated with games you know- many of them do have associated mini lines.

As a possibly worthwhile aside - Discount Hobby is having a sale on their 99 cent modern miniatures 'til the end of August - dropping the price down to 60 cents each. A somewhat limited range - Thugs, SWAT team, Zombies, and Firemen, but easily worth 60 cents.

Hasslefree 28mm UK Hasslefree reviews (1 Review) - Kev White's miniatures company - the 'Adventurers' range is the one you want for modern figures, with a variety of 'zombie hunters' as well as a few figures clearly inspired by films.
SJ Games 28mm US SJ reviews Mostly out of print, though according that site Steampunk Miniatures are still available. They also do some Cardboard Heroes - sheets of heroes that can be punched out and folded up and used as miniatures.
Ground Zero Games 25mm UK GZG reviews - Looks to be quite a selection - though be warned most don't have pictures. The Street Level range seems to be where most generic modern figures lie, though the 'Characters' section has some and if you dare to look there are some Bond-Girl-esque types in the 'Gentlemans Collectables' section - though you have to scroll through some gratuitous pewter nudity to reach them.
Tactical Miniatures 28mm US Tactical reviews - Small selection consisting of various types of police, terrorists and hostages. The hostages tempt me as they are the one type of civilian that you want to know where they are in the room and I've not seen anyone else do them.
Superfigs 28-30mm US Superfigs reviews - Mostly superheroes, but some civilians packs in and amongst.
Copplestone 28mm UK Copplestone reviews - The 'Future Wars' section is what you want - has a good selection of cops, men in black, bikers and the like.
Wargames Foundry 28mm UK Foundry Reviews (1 Review) - The Foundry's Street Violence line is a an excellent collection of all sorts of modern heroes and antagonists, including soldiers, cops, gangsters, rioters, killer street walkers, bikini babes, angry midgets, and more!

Military
Black Scorpion 32mm UK Black Scorpion reviews Adam Clarke's miniatures company - Does some Iraqi Militia & U.S. Marines, a couple of the Desolation Row figures are more 'adventurer' style modern figures too.
Steve Johansen Miniatures (can't find a scale) US Steve Johansen reviews - Seems to be mostly military on the site with U.S., Terrorists, Russians & South African forces.
Copplestone 28mm UK Copplestone reviews - The 'Future Wars' section is what you want - the troopers are generic, though look US inspired to me.
 

As frequently as this comes up it shold probablly be made sticky at the top of the forum.

Let me add to the above suggestions that the green plastic army men, cowboys, etc can work well too, depending on the what you need. Right now Heroclix are likely to be your best bet, although I have found that many fantasy lines have at least a few minis, usually rogues or commoners, that when painted correctly can pass for modern.
