The book was poorly edited, had bad art, tons of broken rules, and was printed on substandard comic book paper that could easily tear with common usage assuming it didn't explode out of it's binding. All if you overlooked all of that, using the rules as written, you could create a character at the highest starting power level, and still be completely outshined by Robin.
