Modifying the MERP/Rolemaster crit charts for a d20 Modern game

A DM I played 1st edition with used the crit charts from MERP. I know we used the crush, slash, and piercing crit charts (I can't remember about spells) and a crit occurred when someone rolled a natural 20 or hit by at least 5 points. He used the additional damage numbers straight off the table because they're reasonably compatible between D&D and MERP.
But he also modified the die roll on the table. Characters wearing armor subtracted 5% per step on the armor table. So platemail (AC 3 in 1st edition, 7 steps better on the table compared to no armor) was a -35% on the critical roll. Bracers of Defense, not actually being armor, got you no reduction, so there was a benefit to having and wearing heavy armor.
I can't remember what he added to the roll to send the roll over 100. There was something but I don't remember what it was. I don't believe he used the A-E critical rating as listed in MERP.
 

HARP crit charts

When I started my current campaign, I used the HARP crit charts 1:1. The benefit is that you don't need to figure out what A-E means, since you get just one column per weapon type.

It was an instant hit when an archer character rolled an excellent crit instantly killing a CR 3½ monster with a single shot.

A few sessions later I abandoned the crit tables because I felt that the system was too deadly for players.

I suspect that this will be the final result in this case, as well, but we'll see.
