Mongoose - Ships of the Elves?

Does anyone have any details of the Mongoose book Ships of the Elves? this sounds cool - I've always liked the idea of sea going Elves. Stretches back to my love of Cirdan and the Teleri of Middle Earth.

I'm wondering if it will touch on the culture of such a people? or will it just be a book of ships?
