Devils are LE and really wouldnt kill each other unless they had a reason too. Since Devils are unable to make pacts with a Pactigon (since their soul IS their body) there really is no reason to give them a protection from other devils. As i stated in their description, they are the scribes and and counselors of more powerful devils, so it is implied they are under the protection of their patron.As for this, the purpose of the Pactigon is not random encounters, but to be used as interesting plot devices. Generally any mortal who comes across the pactigon has either summoned it or was approached by it. Thanks for the feedback. And having them be recurring villains was definitely the idea when i made it.</blockquote>
