D&D 3E/3.5 Monster feat requirements [3.5]

I thought this might be a good board to ask this question on:

What's up with monster feat requirements? In the glossary of the MM it states that monsters must fulfill the same requirements for feats as PCs. The only exception are bonus feats, but any feat that creatures get through simply having the proper amount of HD are kept to the same guidelines as the PCs. But if you look at just the animals, for example, you'll see that quite a few 1 HD animals (with +0 as their Base Atk) have Weapon Focus or Weapon Finesse as regular (not bonus) feats, even though both of these feats require a minimum Base Atk of +1.

Is this a typo? Did one hand at WotC forget what the other hand was doing? Or is there a rule that I'm missing somewhere?

Any insight into this matter would be greatly appreciated.
