The point is that OotA consistently plays a level 6-8ish game with level 12-16 characters to the point where you need to <strong>completely switch out</strong> its encounters if you want to even remotely challenge your PCs.</p><p></p><p>You can't have three goblins or a troll as resource-depleting encounters at this level.
