Monster targetting

I'm sorry if this has been asked before - I've looked back through the threads and can't find anything on it.

How do you know what a monster's ability targets? It doesn't specify in the monster cards in any of the books I have. On a PC's power card it will say something like "all enemies in blast" or "all creatures in blast that you can see" but there doesn't seem to be anything similar on the monster cards (probably because of the limited space!).

So if a monster uses a burst or blast, does it target just one creature, all creatures, or just PCs?

The default is that ranged and melee attacks target one creature, while bursts and blasts target each creature in the burst or blast, but there are tons of exceptions.

The new monster format (in MM3) is a lot better, explicitly calling out what is targeted for every attack power.

PH1, pg. 270: "A melee attack usually uses a weapon and targets one enemy within your melee reach"... "A ranged attack usually targets one creature within its range."

Some close powers are weird, targeting one ally in burst or one enemy in burst. I pretty much look at these as being a lot like ranged powers that don't trigger OAs.
