Is there a template in any of the WoTC D&D books that details adding a "flame" feature to standard creature ?

To make them "native" the the elemental plane of fire (like a "Fire Troll" for example) ?

Where can I find detailed information on creating templates, or the general rules for how templates work and how they are added to creatures ?

Manual of the Planes has both a "fire element creature" template (basically, takes a standard creature, and gives you a fire-elemental version of the creature) and a "half-fire elemental" template (mixes a standard creature with a fire elemental to get a fire-based outsider). It has them for the other three basic elements too, as well as "ice elemental creatures," "wood elemental creatures," and others.

The book predates 3.5 and is not 3.5-compliant. But very little needs to be changed, and it gives you a good framework for creating templates of a similar nature.

I know Edge of Infinity will have a Ignan template. (Edge of Infinity is the S&SS planar guide book.) I believe that's for making people native to the Elemental Plane of Fire.
 

The Book of Templates has an "Elemental" template, which you can use to apply any of the 4 to any monster.

While currently only available as a pdf ($12 from www.rpgnow.com ) I highly recommend it. It has over 80 templates.

Well, if you want to make your own template that grants the fire subtype, that alone would be worth about half a level adjustment point or a third of a CR point. You could then round that off with some natural armor or something (like +4 or +5).
