Monsters with Uncanny Dodge

A lot of the monsters in the MMII have uncanny dodge as a special quality. Can they still be flanked by a rogue four levels higher than them (i.e. than their HD)? The descriptions don't say anything about this, but all the classes with UD have that caveat.

The Moon Rat, for one. It says they never lose their Dex bonus and they can't be flanked. I'd say Rogues couldn't do it.

"Moon rat?" Sounds nice... Can they be used as familiars (e.g., Improved Familiar feat), or are they too strong?
 

Moon rats are just rats that get magically smart when the moon is out. They could make a cool familiar. The coolest IMO, would be to have a Junior Myconid familiar. A foot and a half tall Mushroom buddy following you around? What's cooler than that? :D

I'd say this a rogue could flank it, provided she was at least 5th level, because to me, the Uncanny dodge is just like a rogue or barbarians uncany dodge. The moon rat just gets it because of its sense of smell, and not from levels of rogue or barbarian.

But of course, Rule 0 always applies
 

It's a bit like the Evasion question...

Rogues and Monks cannot use Evasion in medium or heavy armor. Some creatures with the innate evasion ability do not face this limitation. (DMG p76)

Is the limitation a feature of the Rogue, or a feature of Evasion? Which leads to the question : Can a Ring of Evasion be used in heavy armor?

Similar question - is the four-level limitation a feature of Rogues and Barbarians, or a feature of Uncanny Dodge?

Of course, since Uncanny Dodge isn't described in the Core Rules outside of the class descriptions, it's hard to tell :)
