Just to keep interst alive and make sure everyone knows I'm going to hang around, I though I would post again.
I say this because some OTHER Fallout PnP designers have quit, or have fallen short of composing a complete project.

So I deliver you the good news on what playable races will be offered.

Human - standard D20
Misborn - a human mutated in some way, usually physically tough but very ugly, and has a heightened potential to be psychic.
Ghoul - Human mutated during the Great War to become an undead, zombie like creature. They have stats that reflect the Smart or Dedicated classes.
Super Mutant - These are divided into two different types, Alpha and Beta. Alpha's are Smart and Strong, and Beta's are Tough and Strong.
Deathclaw - Yes, you can be a Deathclaw. I created it using Savage Species, and it is an ECL 10. But is BAD @$$!
Dog - You can be a DOG! These are based on the dog featured in "A Boy and His Dog" by Harlan Ellison. Some dogs in the wasteland are heavily psychic, with Human-like intelligence, Telekinisis, Telepathy, and even Pyrokinisis!
Robot - There are several kinds of robots available. Playing one would not be altogether different from playing a War-forged in Eborron. They have their own Traits and Feats, etc.
Sylanter - what??? you may ask. The Sylanter is a version of a species edited out of the original Fallout game. They are evolved raccoons. They take the place of halflings in this world, filling the same niche and with amny similiar abilities.

How does playing as a deathclaw work? All of the intelligent death claws were killed by Frank Horrigan's merry little band, and were sterile to boot, weren't they?

in Fallout Tactics, all the deathclaws were intelligent and could speak. the game never explained (as far as i could tell) why (since as you say, this is a major change to continuity from FO 1 & 2). one of the things that kinda bugged me about FT. :\

Ah YES

You are Fallout fans if you know those kinds of details.

Two reasons for the Deathclaw playability
1) The game is built so you may play at different points in the Fallout timeline, so you could actually play a game DURING Fallout 2 - and I provide rules for the Grey Tribe for this reason.

But I won't shirk - in my Fallout World - I have altered things and strayed from the canon - but while staying in line with the over-all concepts - its ok if you are opposed - the game is designed to take what you want and leave the rest.

2) I explain the midwestern Deathclaws as being reatures that are sub-sentient - but still playable. the kearn language more like a parrot does, through emulation rather than actually understanding.

I separated Deathclaws into 4 catagories.

1) Western Stripe - Traditional Species from Fallout 1&2
2) Eastern Shag - Fallout Tactics Deathclaw - with FEATHER-Like hair to withstand the northern climate I have otherwise altered the design to more consistantly reflect the original.
3) Grey Tribe - Sentient Deathclaws created by the Enclave - extinct or not - I exercise both possibilities.
4) Shadowclaw - The Creature from Wasteland that inspired the Deathclaw for Fallout. Evil and deadly beyond imagination, these are NOT playable.

Deathclaws are meant to be played as dumb brutes, (unless you use Grey Tribe, but they have tons of restrictions in weapons and armor) are ECL 10 - and are not that attractive to play, but I provide the rules nontheless.

How early in the Fallout timeline could you play? Does it provide setting information for, say, fighting with the US Army against China?
 

Yes indeed, information on the Chinese Army will be provided, as well as infromation on the war. I hope to create an environment where you can choose to re-enact the early battles of the war, fight on the Anchorage Line, or even play during the Fallout 2 era, but play in China, Europe, Africa, etc.
 


I used several sources

I read and studied, with great detail, the Fallout Bibles. One of the actually provides a fairly detailed timeline. I also regularly visit Duck and Cover and NMA websites, always on the look out for new interviews with the original game designers. I've delved into the "tapes" from Fallout one and two, and paid attention in Tactics when in the Calculator's Lair when some background is given there, both of which provide some details and some dates. Jason Mical, in his Fallout PNP also provides some background, as do some of the suppliments for that. The rest I made up trust me, you are in good hands.

What are these bibles you speak of? *Drools*

I have searched the net for some timeline info that i did not find or see in the games.
