Is there any way a Sorcerer can "learn" more spells? I as a DM can't think of any, and my player wants to know.

There's the Spell Knowledge feat, but it's an epic feat.

But if the player was really interested in it, I'd consider adapting the Expanded Knowledge psionic feat to an equivalent spell feat for Sorcerers. Must be able to cast 3rd level arcane spells and you can choose a spell that's at most one level lower than the highest spell level you can cast... seems fairly reasonable to me for a feat. Wouldn't be surprised if it already exists somewhere!
 

Extra Spell from T&B did this. Can be taken more than once too. Here's a summary...

You learn one additional spell at any level up to one level lower than the highest-level spell you can cast. Thus, a 4th-level sorcerer gains a new 0-level or 1st-level spell, expanding his repertoire.
 

If you take the fiend-blooded PrC form Heroes of Horror, it gives a new fire, illusion, necromancy, or enchantment spell known at each level. However, it requires 8 ranks in knowledge (the planes).
 

There are bloodline feats in Dragon Compendium. They give you one spell known per spell level, all following a certain theme, and bar you from learning opposing spells. For example, Bloodline of Fire gives you fire-themed spells of 1st-9th, but you can never learn cold spells.

The sand shaper PrC from Sandstorm gives you an insane amount of spells known, to the point where I question if that's really how the class is supposed to work.
 

The Infernal and Celestial heritage feats in PHB II also grant some extra spells.

Also, Runestaffs are a great way to effectively increase your spells known.
 

Extra Spell, Complete Arcane (pg 79) Extra Spell, caster level 3. You can learn an extra spell of 1 level lower than you can cast. This feat can be taken multiple times.
 

Draconic Legacy in Complete Arcane (and reprinted in either Races of the Dragon or Dragon Magic) also grants additional spells known based on your draconic heritage.
 

There is a magical ring I read about somewhere that imparts knowledge of one spell when worn.

Not much use in combat, but for utility spells, it's killer; better than a scroll or wand I think, for a sorcerer. Just stock up on the rings you'd want in wand form.
