What's a "whisper gnome"?

Whisper gnomes were introduced in Races of Stone. Instead of being jovial and mischievous, they're stealthy and suspicious. They've got Rogue as their favored class, stealthy spell-like abilities, move at 30 ft. despite being Small, and have some other nice bonuses.

Whisper Gnomes basically cancel out Halflings as a Rogue race, I don't like them. I think they should be LA +1.

They defniitely should be.

But I don't unerstand why they're listed with the ES (Eberron campaign setting) superscript. They're not originally from Eberron, since Eberron doesn't even use the sub-races (except for the drow, who are considered an entirely separate race).
