Then I thought I would create a template (possibly a Word document) that can be downloaded.  Anyone who wants to submit a merchant or craft shop, with associated NPCs, will use this template so that we have some consistency in the finished product.  All of the submitted entries that comply with the requirements can be voted upon.  I think, though, that we the council should have final say over what gets included in the city and what doesn't.So what do you folks think of this process?  Will it work, or did you have something entirely different in mind?</blockquote>
