This right includes those persons who are slaves, foundlings or otherwise indigent. Residents not of good character such as goblins and other creatures of the dark shall be received at the pleasure of the court.</p><p></p><p>We decree that all persons initiating proceedings before the court shall be fully literate and knowledgeable in court procedure or shall be represented by such a person. Indigent persons requiring representation shall be provided with such representation as they require. </p><p></p><p>We decree that save for those of ecclesiastical courts, the decisions of all courts may be appealed to the council of the city.</p></blockquote><p></p>
