There are a few situations you might like it, since there are some spells whose effect is very specific and not available at higher level (a sorceror might find it a bit more useful, if he doesn`t want to learn two Charm xyz spells, but thanks to the possibility to exchange spells in 3.5, even this becomes a moot point), but usually it`s better to cast a real spell instead of a spell heightened to the level.
