Mounted Combat & Cavalier - a few questions

I'm making a halfling paladin/fighter/cavalier (while I'm at it, any suggestions on the most effective combination? I'm having difficulty getting all the feats needed and still getting the paladin's mount and not having an experience penalty)

Here's a few questions, let me know what you guys think:

The PHB says that when you're mounted you get the +1 to hit for higher ground against medium or small creatures.. but does that include small characters mounted on riding dogs? I mean, they're really not any "higher" than medium sized characters. Riding dogs are big, but not that big. Not that I'm saying it wouldn't be a nice addition, having a character start with +7 to hit is pretty cool (small size, weapon focus, 16 strength, high ground, masterwork weapon), I just don't want to be thought of as cheesy because of it.

Mount moves more than 5' before you attack: According to PHB you get a partial attack. WTF is a partial attack? It's not defined anywhere. I'm going to assume this means partial action used to make an attack, but could you do some other kind of partial action? Or do you get to use a full action if you're not attacking? It's not really defined.

Also, why don't you get a standard action like any normal move and attack scenario? You can't draw a weapon while your mount is moving? That's kinda bizarre.

Anyway, the Cavalier gets to do this same thing, but the attack is a standard action. Whoopee... so now you can do a MEA too.. which includes all of what, draw a weapon... I mean, how many useful MEAs are there, really? It's called "full mounted attack"... sounds like you get a full attack, but it specifically mentions standard action. What kind of a crappy 6th ability is that?

Luckily the rest of the class is pretty cool.

Let me know what your opinions are. Also, let me know if there are any other issues anyone has encountered with mounted combat.

Ignore what it says in S&F. The Cavalier's "Full Mounted Attack" ability should read:
"At 6th level, a cavalier gains the ability to make a full attack from horseback, even if the mount has moved more than 5 feet in the round."

This is the version given to the Kishi Charger in OA, and IIRC the Sage or one of the designers has said to use that for the Cavalier.

This means that you can move, and get all of your attacks, instead of normally being able to move and attack only once.

What I would use for a specialist mounted paladin is a paladin/battle maiden (from OA), and let the levels stack for the purpose of figuring mount abilities.

Here are the battle maiden's abilities:
1st level - ride bonus +2
2nd level - burst of speed
3rd - ride bonus to init
4th - defensive riding
5th - ride bonus (AC) +4
7th - ride bonus to attacks
8th - heal mount 1/day
9th - ride bonus +6

Hong - good idea. I hadn't thought to look at OA for classes. I'll look into it.
