No, Charge is NOT a standard action. In the PHB I think you'll find that Charge is a SPECIAL standard action, and in the SRD it's a Full-Round Action, which, when you read it, is actually more accurate. Either way, a regular charge uses up all your actions in a normal (non-hasted) round. If you read everything in the PHB, you'll find that: In a normal round, you may take a Standard Action (an action plus a move (or move-equivalent action)) or a Full-Round Action (an action that has no move allowed, or, in some cases, has the move as part of the action). There are two(?) Special Standard Actions, of which Charge is one. IIRC, both of those have been re-categorize as Full-Round Actions in the SRD - which makes sense, because both of them use up all your actions in a round. A Partial Action is not "normally" chosen - you take one as dictated by circumstances. Haste, Slow and being "staggered" are all examples of when you may take a Partial Action. The not "normally" chosen language I can only assume refers to Haste, primarily, where you choose to be Hasted, and thus you choose to have a partial action. Allowing a Partial Action at any time makes the whole sentence about not getting them normally totally meaningless, and so one would presume that it's wrong. As far as Ready Actions: It's a Standard Action, so a move (or ME) is allowed - that's the core rules. The trigger is very much up to the DM, who must apply some common sense. Obviously, the intent is that you get yourself ready in case some particular event happens - using this to state something like "I ready an Partial Charge for when the orc breathes" is pretty obviously outside the way this action was meant to be used, and any reasonable DM should disallow this sort of thing as being ludicrous. It's pretty reasonable, though, to: Get up from prone (ME). Ready an action to attack the orc if he comes any closer (or draws his sword, or some other reasonable trigger) Partial Charge the orc. Readied actions rely upon a DM's reasonableness for deciding what is a valid trigger. edit: P.S. The DMG, I think it is, makes it clear that while you can choose to generically "attack" with a Partial Action - which lets you make a single attack action or a Partial Charge - you cannot generically "cast a spell" - you must choose which spell you'll cast.
