I am pointing out that, since it doesn't, it's inaccurate to assert that "all characters in C&C have all feats". C&C doesn't have a feat system, nor does it contain enough information to replicate the mechanical effects of the 3e feat system without importing information from other games or creating new rules from whole cloth.
