Mozambique Drill [Feat] - Balanced?

Mozambique Drill
Prerequisites: BAB +6, Dexterity 14, Double Tap, Personal Firearms Proficiency, Point Blank Shot
Benefit: When using a semiautomatic handgun with at least three bullets loaded, the character may fire three bullets as a single attack against a single target. The character receives a -4 penalty on this attack, but deals +2 die of damage with a successful hit. Using this feat fires three bullets and can only be done if the weapon has three bullets in it.

A player of mine who is a firearms instructor requested this:

It's basically a slightly superior burstfire with a handgun, without the inexplicable Wisdom requirement.

Does this look balanced?

It looks pretty balanced, even though it turns every pistol into a three-round burst weapon it has some mid to high level prerequisites and the penalties make sense.
 

I would make it require either Dexterity 13 or 15 to fit with other d20 system feats (virtually all feats require an odd ability score rather than an even one). Other than that, it looks fine. I introduced a similar feat in my own d20 modern game.
