I'll also recommend the Pi Soundtrack - there is some fantastic music on it: Orbital, Aphex Twin, Massive Attack, Roni Size, Gus Gus and best of all, Clint Mansell. Clint also did the soundtrack to "Requiem for a Dream", which I think is sufficiently sppoky and nerve-jangling for a fantastic Spycraft game. Other stuff to look into: Propellorheads - especially Spybreak! (from the Matrix Soundtrack, also on decksanddrumsandrockandroll), On Her Majesty's Secret Service (a remix of the James Bond Theme on the same album) and Crash! (on the Extended play EP). The rest of their stuff is good too. Pulp - You might think this is surprising, but just listen to the title track from This Is Hardcore. Should be a James Bond song. Awesome track. Moby - look for his soundtrack work. Rammstein - German industrial metal. Nobody understands the words, but the sound is just perfect for a really gritty feel. Portishead, Def FX, the Prodigy, Radiohead, Rollerball Play some InSurge to get a bit political. Fantomas. Soundtrack to Plunkett & Macleane. Electronic music for a film set in the 1800s. Just awesome. See the film. Tool - any of their albums, but I found a string tribute that is just right (Tool songs set arranged for a string quartet - bliss!) As always - classical music and soundtracks. Find movies that have the feel that you want, and borrow their soundtracks. The Shadowforce Archer book has a list of useful music that you might want to check out.
