Then I'd set up a situation where the new paladin would use his Detect Evil and discover that the Bishop was Evil. Now it depends a ton on your campaign but if you have the world set up correctly, the party will know he's Evil but due to his place in society they won't be able to slay him and claim he's Evil. From there I'd let the party loose to figure out how to gain evidence that he's Evil and bring him to justice (with some added encounters where they see one of his plots unveiling itself to help them out if they need a lead).</p></blockquote><p></p>
