D&D 4E My Gestalt rules for 4E

Hello. I am DMing a 4E group in a campaign composed of mostly of improv adventures mixed in with prepurchased modules. I have a group of 2 players, one of them is new to RPGs in general, the other is sort of a veteran of D&D, but the 4E rules are new to us all. The latter player is controlling 2 characters at the moment.

In order to keep the game balanced and reduce the amount of in-game juggling and altering content, I have taken the role of 2 additional NPC's to fill the role of strikers. I have so far maintained the ability to refrain from metagaming. As a possible alternative, I am considering the following Gestalt rules, and having the game with 2 or 3 characters instead of 5. Please let me know your thoughts.

For a high powered campaign with few characters (< 4).

Allocate the following array of numbers into your attributes: 18,16,14,12,12,10
Pick a race and class, and develop your character as you normally would.
Pick a second class. This class can be the same as the first class.
From this class you gain:
defense bonuses - cannot exceed +2 after adding
weapon and armor proficiency
implement proficiency
class features
automatic skills
healing surges per day if higher
1 additional skill
additional hit points
saving throw bonus
1 additional action point per rest or milestone
1 at-will power
1 encounter power of level or lower from second class
1 utility power of level or lower from second class
1 daily power of level or lower from the second class

At paragon level you increase this by
1 additional at will power of level or lower from second class
1 additional encounter power of level or lower from second class
1 additional utility power of level or lower from the second class

At epic level you increase this by
1 additional encounter power of level or lower from second class
1 additional utility power of level or lower from second class

You are restricted to multiclass feats from the second class, if it is not the same as the first class. You cannot pick a power if you are not of the required level, but you can retrain your characters as per the normal rules. If you select the second class to be the same as the first class, encounter and utility powers must be distinct, i.e. you cannot take the same power twice. Also, if you select the same class for your second class, the DM will determine any adjustments to your class features in order to insure that blanace is maintained.
