Summoning demons of that power level will pull a LOT of resources. yes the RW do have those resources but they are tied into the economy of Thay and other little things.To summon something that strong you would need an epic RW and there arent many Epic RW other then the 12 that run the nation. Why would they waste resources on something they could do themselves. Start  small, grow big. Its like a snowball falling down a mountain side....at first it rams into trees and walls, breaking upbut the farther it goes the bigger it gets, and eventually it knocks the trees over or sends everyone running.I dont agree with how you're dealing with this, but either way the important thing is that everyone has fun.
