Ack... in D&D terms Gandalf is a Deva, disguised in the form of an old man, wearing the artifact Narya, the Ring of Fire. "Devas are angels who act as divine messengers or agents to the Material Plane, the Shadowfell, and the Feywild and who can assume a form appropriate to the realm they are sent to. Legend tells of angels who take mortal form for years, lending aid, hope, and courage to good-hearted folk. A Deva can take any shape, although it prefers to appear to mortals as an innocuous humanoid or animal." His fire magic wasn't the product of any kind of spells, it was produced by his Ring. As for Merlin, I'd make him a straight-up Cambion Bard of Neutral Good alignment, of the College of Valor to reflect his battle acumen and the knowledge to tutor Arthur in warfare, and with several "levels" worth of Epic Boons such as the Boons of Immortality, Fortitude, High Magic, and Truesight. Jack of All Trades and Expertise would cover his vast knowledge, and three instances of Magical Secrets would give him 6 spells from any classes, allowing him to know Lightning Bolt and such. I'd probably throw in the Ritual Magic Feat for both Wizard and Druid as well, so he could cast all of those class's ritual spells. I'd also give him a much higher Charisma than a mere 10... as an inspiring war leader in his own right, and later an extremely influential advisor to kings, a 10 Charisma just doesn't reflect that at all; I'd give him an 18.
