Well, barkskin gives an enhancement bonus to your natural armor class number... just like magic gives and enhancement bonus to your full plate's armor class number.

Yes. In 3.5 it is specifically an enhancement bonus to natural armor.. and not a Natural Armor bonus. My guess is the reasoning for this is linked spells, and providing additional bonuses to your animal companions.
 

This change along with changes to wildshape and availablility of wilded dragonskin plate are a huge boost to the druid at mid to mid-high levels.

If it says "natural armor bonus" then it doesn't stack with other "natural armor bonus".

If it says "ehnancement bonus to natural armor" the it stacks with "natural armor bonus" but not with other "enhancement bonus to natural armor" (ex. Barkskin + Amulet of Natural Armor).

If it says "increase to natural armor bonus" (perhaps from a template or a prestige class feature), then it stacks with everything including other "increase to natural armor bonus" from other sources.

edit: that's more or less the old general rule that bonuses of the same type don't stack, and bonuses of different types stack; "increase" is not a bonus, and it works like the ability increase every 4 levels, therefore it should always stack IMHO

Better be spending one of your few feat choices on heavy armor prof.
