Need help making notes into a campaign settting!

How does one go from taking tons of unorganized notes and turn it into a proper setting? The notes on the city are random at best, scribbled on a note pad as I think of them.

They are mostly on the Cities that populate the world, the population, goverment, noble houses ect, ect, with deeper details for the goverment and noble houses as I think of them.

Also, I have random scattered notes and language spoken, and the different Dieities of the world.

So...How Do I make this into a campaign bible? Hints, tricks and insight all welcome.

I try to find a way to focus my campaign, based on world events. The old Oriental Adventures had a great table set for this, starting with yearly events, then monthly then daily. The yearly were all major things like diplomatic efforts, huge natural disasters, wars, divine visitations and so on. The monthly would then fit into a yearly category.

I also tend to focus on particular regions a fair bit--I accept the idea of things being sketchy in some places and very precisely focused in others. So for instance in my current campaign there are 7 countries that are focused on, the others farther away are a little vague, but I intend for those seven to be the main ones where the adventures take place.

Then I try to think of what my players need to know, and what I'd need to know before they knew. For instance if you are say running the Savage Tide adventure path you know that you need to have a clear idea of Sasserine, Scuttlecove, Serkovia, the Isle of Dread and the areas immediately surrounding them, and what info the pcs might have available. Fairly straightforward. You also should have some idea of the world it is based in--if you pick Greyhawk then even easier.

However enough of me pontificating--did you have specific questions and concerns in mind?
