Base hit points - the things you roll on your actual hit dice - are not changed by Alter Self. Polymorph inherits that, and also does not change your base hit points. However, where Alter Self does not change your Constitution, Polymorph does, and thus while Alter Self does not change your total hit points - Polymorph sometimes will (if you select a form which has a markedly different Con from yourself.)
