Perhaps there are underground cities of evil beings (i.e. Underdark - Menzoberranzen Drow city in Forgotten Realms, Thieves and Assassins guilds, Mind flayer cities, etc...) Think of the evil civilizations that you campaign has or could have and pop some taverns, NPCs, etc in there and run it like normal with a few hitches being that in a chaotic evil type city murder isn't frowned upon in a bar fight, it's encouraged. You just need to flip it on it head is my advice. Easy to do.</blockquote>
