Netbook of NPCs: Stat block?

Just downloaded the netbook of NPCs. The format threw me for a loop, wasn't expecting the format to be so different than from the normal NPC stat blocks. I expected either the NPC or monster format, but found neither. Anyone know what the deal is here?
