The High Sorcerer prestige class in Asgard issue 1 had an ability like this. They had to give up all mundane items and tools, but they gained the ability to cast cantrips at will. Eventually they gained the ability to cast 1st-level spells at will. Note that this is only balanced if you say that the spells function with the minimum caster level (1 in the case of cantrips and 1st level spells, 3 for 2nd level spells, etc). Otherwise, being able to use such spells at will is definitely overpowered.

Also, you should note that in the PHB there's already a feat called Spell Mastery.
