A rogue could stand in a dark room with it and no one would notice. The only advantage of the torch over the goggles is that it allows the bearer to see color (which darkvision does not). A rogue attempting to steal the "green" vase would appreciate that; otherwise, it just isn't going to have much effect in typical gameplay.</p><p></p><p>Rather than try to justify some formula, I'd probably go with 500 gp for the Everblack torch. Expensive enough that not every rogue will have one, but cheap enough to reflect that it's not that much better than the Everburning torch (in fact, a party might greatly prefer the much cheaper Everburning torch).</p></blockquote><p></p>
