Yes, they probably could have higher requirements, however is there anything wrong with a Divinely inspired Rager who does nothing else? This made it pretty clear cut which tenet over-ruled which and customized the Code somewhat. This helped to avoid the hostage lose-lose scenarios.The other aspect that makes this a more-than-likely addition to my game is the mechanical means for a Falling from Grace that is not an all-or-nothing approach.
