Would the characters remember life in the days of mobile phones, traffic jams and big screen TV's? The further down the track, the more things would have settled into some sort of order. I like the idea (stealing from Dune here) of guilds or associations that horde technology and knowledge, and do their best to prevent others from acquiring it. The Makers who build things.
