One nitpick: you didn't specify bonus languages for each race. Also, night vision is pretty common, and you only mentioned it for the Outsider races. Angelis: They have NO special abilities other than flight? As much as I hate to say it, that'd be ECL 0, except that on general principle I'd bump it to +1 since flight is so incredibly useful. You've given them a WIS bonus (and remember that core races don't get bonuses to spellcasting stats, so these guys would make great Clerics). Compare to Human: trade the extra skill points, bonus Feat, and Favored: Any for flight. Frankly, I think you should make them more interesting. If they're winged, say that they require specially-fitted armor (+50% cost), can't wear heavy armor at all, can't fly in medium armor (I think that was from DotF in the barding-on-flying-mounts discussion), give them some skill modifiers (spot?), and maybe low-light vision to make them a clean ECL +1 race. Flight is cool and all, but a level 5 Wizard can fly without wings and much better speed, so upping their Fly speed to maybe 50' should be okay. Ronso: adding one size makes ECL +1 (I'm using Soldarin's system). The horn thing is a minor ability. The stats almost zero out (+0.2), although for fighter-types there's no real drawback. The bigger question is, as a Large creature, do they have 10' natural reach? If so, ECL +3 at least. If not, they'd be a high +1 (+2 if you added darkvision and a couple skill bonuses) Al-bhed: +0.2 for increased movement. Stats zero out, except of course that if you take Wizard you come out far ahead. Since they duplicate the other Human abilities except for class, they're definitely not 0 ECL; I'd say +1 ECL. Positar: They really ARE just like Aasimar, aren't they? I'd say fine as +1, although I don't quite get how that Focus ability works, is it just the limitation that you can't take any deity that'd force you to inflict? What about casting Harm? Negisings: see above
