New Ranger-ish feats for review

The second save is also made at a penalty of how much they missed it by the first time. </p><p></p><p>What does this do? Well, the feats as you describe them will make bad rolls in saving throws a bit less common- if not a lot less common. If they take a penalty by how much they failed, then it keeps the seriousness of a low roll, but still offers a second chance.
